The Asia Foundation's Data for Development (D4D) Program in Nepal is seeking proposals from eligible organizations to conduct three comprehensive studies on Artificial Intelligence (AI) in Nepal:

Study 1: A study on AI, digital infrastructure, and data policies with recommendations to strengthen Nepal's AI ecosystem.

Study 2: A study on the impact of AI on education and skills development in Nepal.

Study 3: A study on the effects of AI on industry value chains, job replacement, and reskilling in Nepal.

Background:

The Data for Development in Nepal (D4D) Phase II is a 5-year program supported by UKAID, aiming to improve data sharing and use for development. The Frontier Technology Portfolio under D4D focuses on supporting the adoption and governance of emerging technologies in Nepal, with AI as a key area of interest.

Objectives:

Each study will have specific objectives, including but not limited to:

Study 1:

  • Identify gaps in Nepal's existing AI practices/policies, digital infrastructure, and data governance.
  • Analyze the impact of current digital infrastructure policies on AI-driven innovation.
  • Provide actionable recommendations for policymakers on developing AI-friendly policies.

Study 2:

  • Identify challenges and opportunities for leveraging AI to improve learning experiences and bridge the digital divide.
  • Analyze AI's impact on skills development and workforce readiness.
  • Provide recommendations for creating an AI-enhanced education ecosystem.

Study 3:

  • Identify sectors most affected by AI advancements and automation.
  • Assess current and future labor market demands in response to AI-driven changes.
  • Provide recommendations for inclusive reskilling initiatives and policies.

Scope of Work:

For each study, consulting firms will be expected to:

  • Conduct extensive desk reviews of existing literature and policies
  • Perform gap analysis
  • Engage in stakeholder consultations
  • Collect and analyze relevant data
  • Develop content and documentation
  • Conduct peer reviews and validation sessions
  • Coordinate with relevant stakeholders and facilitate necessary discussions

Deliverables:

Each consulting firm will be responsible for producing:

  • An inception report
  • A draft study report
  • A final study report
  • Knowledge products and workshop materials

Eligibility:

Interested organizations should have:

  • Relevant experience in AI, education, industry analysis, or related fields
  • A multidisciplinary team of qualified experts
  • Strong research and analytical capabilities
  • Experience in stakeholder engagement and policy recommendations
